The second use requires a caveat that matters more than the pharmacology.
Mechanism of Action
Adrenergic receptors come in subtypes. Beta-1 sits predominantly in cardiac tissue and controls heart rate and contractility. Beta-2 sits in bronchi, vessels and fat tissue — it is the receptor clenbuterol targets for bronchodilation and thermogenesis.

The Problem With Using It This Way
Here is the part that belongs stated plainly, because the reasoning behind combining a beta blocker with clenbuterol is superficially sound and practically dangerous.
Elevated resting heart rate under clenbuterol is not an inconvenience. It is the marker that indicates how much strain the heart is under, and it is the one signal available without an ECG. Suppressing it with a beta blocker removes the number — it does not remove the underlying stimulation of cardiac tissue, the receptor downregulation, or the structural changes seen in animal studies with prolonged exposure.
Someone who needed a beta blocker to tolerate their clenbuterol dose has learned that the dose is too high. Taking the blocker instead of reducing the dose means continuing at a level the body was signalling against, now without the signal.
For blood pressure and heart rate elevated by androgens rather than by a stimulant, that objection does not apply — there the elevation is a consequence to be managed, not a dose-response warning.
